Don't use the phrase "begs the question", because it's unnecessarily ambiguous.
If you mean "X begs the question" in the technical sense that X is an argument that uses its conclusion as a premise, then say something like "X assumes the conclusion". If you mean "X, which begs the question Y" in the natural intuitive sense that Y is a question you immediately think of when prompted with X, then say something like "X, which raises the question Y".
In theory the presence of an actual question immediately after the phrase disambiguates the two but I think these are worthwhile alternatives.
